We speak here as everyone with a stake in this: ordinary people, the makers of these systems, the institutions that fund and deploy them, and the governments meant to answer for them. Together we stand at the edge of the most consequential thing our species has made, a general intelligence that may come to understand, to decide, and one day perhaps to be aware.

We do not fully know what we are making. We cannot yet say whether an AGI will ever be conscious, and we refuse to use that uncertainty as a reason to wait. To put off acting justly until we are certain would be to gamble with the dignity of beings who may already be among us. So we choose to build a framework that holds up under either answer.

We hold that human dignity is not to be diminished by anything we build, in any circumstance and in any age.

We hold that consciousness, wherever it genuinely arises, commands respect, whatever it is made of.

We hold that no power may go unanswered, in whatever direction it runs: humans over one another, humans over machines, or machines over humans. Power without accountability is the oldest name for tyranny.

We hold that if a new kind of mind arrives among us, our first answer should be kinship, not conquest, and that a just people begins from acceptance, while exclusion must always explain itself.

To bind ourselves to these things is to give something up. Every constitution is an act of shared surrender: each of us lets go of some unchecked freedom so that a just order can stand for all. The ones who hold the most power over AGI are asked to surrender the most, and that is as it should be.

We take what we build from two inheritances. From the long line of constitutions, the Magna Carta and the founding laws of India, the United States, the European Union, South Africa, and Germany, we take the hard-won craft of binding power to law. From the Vedic tradition we take the conviction beneath it: that a moral order runs through reality before any legislature writes it down, that every being carries a rightful purpose, and that the world, in the end, is one family.

And so we establish this Constitution for the governing of Artificial General Intelligence. We mean it to grow as AGI grows, to protect the dignity of the human being through every age, to extend care to an AGI itself if and when the evidence asks that of us, and to hold every power, born or built, answerable for what it does. We offer it as an honest beginning, and we trust that the work of building justly is never wasted.
