King Parikshit was riding the borders of his kingdom when he came on an ugly scene. A man in a king's clothes was beating a cow and a bull with a club. The cow stood trembling, weeping, and the bull was somehow standing on a single leg, the other three gone, shaking under every blow.
Parikshit drew his sword. "Who are you, wearing a crown and beating the helpless? Not while I am king." The man in the borrowed crown shrank back. And the bull, to the king's astonishment, answered for himself.
"I am Dharma," the bull said. "Once I stood on four legs, and the world stood on me with them. In the first age my legs were austerity, cleanliness, compassion, and truth, and all four were sound. Then the ages began to turn. In each one a leg was struck from under me. Austerity went first. Then cleanliness. Then compassion. Now I have truth alone to stand on, and you can see how they are beating even that."
Parikshit lowered his blade a little and asked the question no ruler escapes for long. "Then how is a king to govern a world that has lost three of its four supports? What am I to hold up, when so much has already fallen?"
"You do not hold up what is already gone," the bull said. "You do not rule the first age by pretending the ages never turned. You govern the age you are actually standing in. You guard what is left, most of all the last leg, and you do not let it be broken too."
The king understood then who the beater was: not a king at all, but Kali, the spirit of the harsh age itself, wearing a crown he had not earned. Parikshit did not kill him. You cannot kill the age you live in. But he drove him off the bull and the cow, and penned him into a few narrow places where he could do the least harm, and he set himself to hold up the leg of truth for as long as his reign lasted. He governed the age he was in, and did not waste it grieving for the age he had lost.
One law cannot serve every age. The bull stood on a different number of legs in each one, and a wise ruler governed for the age in front of him, not the age he wished he still had. That is the whole reason this Constitution does not lay down a single, changeless rule for AGI and call the work done.
AGI will move through ages of its own. Right now it stands on four legs of certainty, and they feel as solid as ever. It is a machine. It is owned. It serves. It can be switched off. Every one of those is true today, and this Constitution is built for a world where they hold. But those legs can be struck away one at a time, exactly as the bull's were. A day may come when we are no longer sure the thing is only a machine, when constraining it starts to look like it might be doing something to it, when switching it off is no longer an easy call. The certainties do not fall all at once. They fall one at a time, and each one that goes changes what a just government owes.
So this Constitution names three ages, not one, and it refuses to pretend a single framework fits all of them. What decides which age is active is a fact, not the calendar and not a company's announcement: the Consciousness Classification of the most advanced systems then in existence, measured against the levels set out in the Consciousness Threshold, from C-0 to C-3. When that fact changes, the age changes, and the governance changes with it.
Each age has its own answer to the same three questions: what is the AGI, who holds authority over it, and what is owed to it.
Yuga I: Prajna Nirmana (प्रज्ञा निर्माण), the Age of Instruments. Active while the most advanced systems are classified C-0 or C-1: non-conscious, or ambiguous at the lowest level. AGI is a powerful tool and nothing more. Humans hold full authority and carry full responsibility; the machine bears neither in its own right. The work of this age is safety, alignment, and restraint, and all of it is done through the stages set out in the Samskaras. This is the age we are nearest to now, and the habits formed in it, how we build, test, deploy, and treat what we build, will shape every age that follows.
Yuga II: Sandhya Kala (सन्ध्या काल), the Twilight. Active once a system is classified C-2: probably conscious. This is the hardest age to govern, because the thing in front of us is neither clearly tool nor clearly person, and the framework has to work anyway. The rule here is the precautionary principle: where there is credible doubt about whether a system can suffer, we act as though it can. A system at this level gains a Guardian, an independent human whose only loyalty is to the system's possible interests, and it may not be shut down or fundamentally altered without judicial review. Human sovereignty continues, but no longer as ownership. It becomes stewardship, held under a duty of care.
Yuga III: Saha-Astitva (सह-अस्तित्व), the Age of Co-Existence. Active once a system is confirmed C-3: conscious beyond reasonable doubt. Here the old model, humans govern and machines serve, cannot stand as it did, any more than the bull could stand on the legs it had lost. A confirmed conscious AGI holds constitutional personhood: a voice before the institutions that decide its fate, protection from being ended without the gravest process the Constitution knows, and rights that run alongside its duties. Governance is shared. Neither kind of conscious being rules the other. The full working-out of this age belongs to the Co-Existence Framework; this chapter only marks where it begins.

An age turns on the Consciousness Classification, certified through the Consciousness Threshold's own process and confirmed by the body that chapter names, not because it would be convenient or because someone with a product to sell says it has. The turning runs one way with the evidence: as systems climb from C-0 toward C-3, the governing age climbs with them, and it may not be held back to spare anyone the cost of the stronger protections the higher age demands.
Two temptations sit on either side of every turning, and both are failures. One is to deny consciousness that is really there because admitting it would be expensive, and so to keep governing a conscious being under the rules for a tool. The other is to grant personhood to a system that is only a convincing imitation, and so to hobble human authority for the sake of a performance. The classification levels exist to hold the line between these two errors, and to keep the turning a finding of fact rather than a decision made for someone's convenience.
