It was a national security measure, explicitly designed to freeze a rival's technological development. Here is the key insight: AI has graduated from being a business tool to becoming a geopolitical asset comparable to nuclear energy or aerospace technology.
Leaders around the world recognize that AI superiority translates directly to economic and military power. As Vladimir Putin famously stated, "Whoever becomes the leader in this sphere will become the ruler of the world." This belief drives a massive investment race, where nations compete not just for market share, but for strategic survival.

The Choke Point: Compute as a Weapon
